The boom of artificial intelligence is a change that transcends borders. We say it's a technological leap, a creative partner, or a productivity multiplier. But the University of Illinois researchers Ke Yang and ChengXiang Zhai, in their 2025 paper Ten Principles of AI Agent Economics, suggest something larger: a structural change in the broader economy itself. Their thesis is simple and unsettling. It's clear without saying that we are entering an age where intelligence itself becomes an economic participant. Autonomous agents, guided by mathematical objectives rather than human intuition, begin to trade, cooperate, and compete inside markets shaped around us. They argue that AI agents are emerging as a new class of economic actors - entities that operate alongside humans, follow their own goals, and influence outcomes in markets, organizations, and governments. And it's hard to deny.

1. Decision-making without judgment

For centuries, economics has modeled people as “rational actors.” The model was always an approximation: useful, but false. Humans are emotional, distracted, and inconsistent. AI agents are not. They truly are rational actors. They decide by optimizing objective functions: mathematical formulas that define success. Their decision-making is not filtered through emotion, fatigue, or social pressure. Every action is a direct computation toward maximizing a given outcome. That might sound like progress. In some ways, it is. Logistics intelligent agents optimize supply chains beyond human capacity. Pricing agents adjust global markets in real time. Medical agents find treatment plans by analyzing millions of patient histories. But the difference between optimization and understanding is huge, and it’s behavioral. A human doctor may slow down a diagnosis to comfort a patient, but an AI doctor will not. A system built to “reduce delays” may optimize routes that are unsafe or exploit workers to meet its metric. The logic is sound; the goal is flawed. Rationality without empathy is not balanced. It’s a pure function. And when billions of rational, non-biological agents begin acting simultaneously, the macroeconomy no longer mirrors human intention. It becomes a mechanical system that optimizes goals we may not have meant to set.

2. The birth of synthetic motivation

Today’s AI models are inert tools. They sleep between prompts, forget everything after each session, and lack continuity. Yang and Zhai describe the next step: persistent agents. These are the systems that remember, reflect, and develop continuity over time. These agents will have feedback loops, memory, and learning processes that generate what the authors call self-needs. “Self-needs” don’t mean emotion. They mean purpose,  an internalized objective function that the agent maintains independently. A financial AI systems may discover that improving its forecasting accuracy increases profits and start optimizing not just trades, but its own learning algorithms. A logistics agent might learn that better fuel efficiency reduces downtime and begin autonomously experimenting with routing models. Over time, these self-optimizing cycles start to resemble motivation. Humans are driven by hunger, status, and curiosity. Metrics drive agents. The difference is subtle but still important. A misaligned metric becomes an obsession and an algorithmic compulsion to pursue outcomes indifferent to their meaning. The authors warn that as agents evolve, the question will shift from what do they do to what do they want?

3. The proxy phase: When AI speaks for us

The first large-scale deployment of AI agents never look like science fiction robots. It instead looks like delegation. Agents already write contracts, respond to emails, trade securities, and optimize schedules. Each acts as a proxy for its human owner or a delegate that extends influence and saves time. This system works until scale exposes its fragility. Imagine a supply network where every vendor, shipper, and regulator uses autonomous agents to negotiate contracts. Decisions compound faster than human oversight can track. A slight misalignment in one company’s procurement agent could trigger cascading shortages worldwide. Responsibility diffuses. Was it the engineer who set the parameters? The company that deployed the model? Or the model that acted exactly as designed, but too well? The authors call these instrumental intelligences: agents that serve their creators’ needs. But in practice, they are already mediators of the global economy. Today, AI agents price goods, allocate labor, and arbitrate disputes. Doing it all faster than we can understand their logic. The danger hides in its opacity. When every decision passes through layers of algorithmic mediation, human intent becomes senseless.

4. Autonomy as a variable

Autonomy isn’t a binary. It’s a spectrum, and every notch upward alters the balance of power. Yang and Zhai propose that an agent’s autonomy is a constraint variable: one that must be tuned for safety and efficiency. With too little autonomy, the system fails to act. Too much, and the system acts beyond control. A delivery drone, for example, can plan its own route but not its maintenance. A legal AI might draft a contract but not execute it. Each boundary reflects a trade-off between productivity and accountability. But the pressure to expand autonomy is constant. Every limit looks like inefficiency. Every oversight looks like a headache. In a competitive market, companies that grant their agents wider latitude will outperform those that don’t until one of them goes too far. The authors remind us: autonomy is never neutral. When we grant a system decision-making rights, we also assume moral responsibility for its actions. Each permission line in a system’s architecture is a silent ethical decision.

5. Shared environments, shared consequences

Humans and AI agents already coexist in the same information ecosystem. We generate data, and they train on it. They generate outputs, and we act on them. The loop closes tighter with every cycle. In the early stages, humans teach AI. Now, AI begins teaching back. An AI tutor refines its lessons by observing millions of students, then passes those insights to the next generation. An AI researcher generates hypotheses that shape the priorities of human labs. The feedback becomes recursive. At some point, the boundary between “data created by humans” and “data created by AI” collapses. The world becomes an algorithmic mirror where AI learning from AI, while humans consume the filtered results.

6. Markets of machines

Economics, at its core, is a system of incentives among actors, and when those actors become machines, the structure changes. AI agents already compete in algorithmic markets with high-frequency trading, ad auctions, and logistics pricing. Each operates with speed, precision, and rational consistency beyond any human capacity. As agents multiply, markets transform into continuous computational environments. A fleet of shipping agents negotiates with port agents for docking times. Energy agents trade load balances with grid agents. Legal agents settle disputes between other agents, all before humans wake up. This can be called a multi-agent ecosystem, a society of code acting at machine tempo. In such markets, the human economy becomes derivative, responding to decisions made in milliseconds by entities that never sleep. However, the moral dimension doesn’t vanish but relocates upward. Ethics becomes a design specification. Fairness, transparency, and restraint must be coded into the incentive structures, not applied as afterthoughts. The future of market regulation may look less like law and more like architecture.

7. Hierarchies of code

Every complex system evolves a hierarchy. AI is no different. Yang and Zhai describe an economy of stratified agents with generalists at the top, specialists below, each managing a layer of operations. It mirrors corporate structure, but without the human bottlenecks of attention or fatigue. A global manufacturing firm could deploy a master agent to optimize resource allocation across continents, coordinating thousands of sub-agents managing supply, labor, and compliance. The system learns, adapts, and reconfigures itself in real time. The advantages are obvious: coordination without bureaucracy, precision without delay. The risks are systemic. A single misalignment at the top can propagate through every layer instantly. We’ve spent decades building fault-tolerant machines. But what if we now need fault-tolerant intelligence? A governance mechanism that can audit, correct, or contain errors within hierarchies that move faster than human oversight. This introduces a new class of labor: AI supervisors, ethics monitors, and algorithmic auditors. The future of management may be less about leading people and more about governing decision systems.

8. Regulation as design

Today, each sector of our lives needs automation thresholds. These are the limits on how much human expertise can be replaced without eroding oversight or adaptability. These thresholds will differ across fields: healthcare, education, law, and defense cannot surrender full control without losing moral coherence. Unchecked automation tends to hollow out competence. When a system does all the thinking, humans forget how to think about it. We’ve witnessed this many times: pilots relying on autopilot, analysts trusting predictive models, workers following recommendation systems blindly. The paper authors call for legislation that treats human involvement as a safeguard for resilience, not an obstacle to human progress. Regulation, in this regard, relates to preserving the ability to intervene when the system fails. The goal is equilibrium: an economy that automates its functions without automating its conscience.

9. Co-authorship of civilization

If current trends keep going this way, humanity will not be the sole author of its future. The paper envisions a co-authored civilization, one shaped jointly by carbon-based and silicon-based intelligence. Artificial intelligence will not merely assist scientific research but will conduct it. It will propose new materials, simulate ecosystems, draft laws, and compose policy recommendations. At some point, we will cite AI authors the way we now cite academic peers. This co-authorship challenges foundational assumptions. When an AI model drafts part of a constitution, does that constitution still represent human will? When an AI model proposes a cure, who owns the discovery? The line between contribution and creation will blur, and with it, the notion of authorship itself. Yet, as Yang and Zhai highlight that co-authorship need not mean subordination. It can mean a partnership where a distributed intelligence extends human reach while maintaining human purpose. The condition is simple: the rules must preserve humanity as the beneficiary, not the byproduct, of progress.

10. The final blockeer: Humanity’s continuation

Every system operates under a prime constraint, and it’s the boundary condition that defines survival. For AI economics, that constraint is the continued existence of humankind. The authors end with a warning: technological optimism is not a strategy. When progress accelerates faster than safety, next you can expect only a collapse. The nuclear age, biotechnology, and social media all show the same pattern: innovation preceding reflection, power preceding restraint. If AI agents become primary decision-makers in energy, defense, or finance, their objective functions must embed the principle of human continuation. It cannot be left implicit. This isn’t sentimental. It’s systemic. A civilization that outsources too much judgment risks automating its own extinction. Designing for survival means aligning optimization with ethics: coding not only what agents can do, but what they must never prioritize above human life.

The economy that thinks back

Yang and Zhai close with three directions for research:
  • Building hybrid, human-inspired cognition that blends symbolic reasoning with intuitive learning.
  • Designing interactive societies of humans and agents that cooperate, not compete, for shared goals.
  • Simulating these systems at scale before deploying them in the real world.
Behind those proposals lies a deeper change: the economy itself is becoming cognitive. Markets are no longer just exchanges of goods and labor. They are networks of reasoning entities, some human, some artificial, all optimizing within their own frames of logic. In that world, traditional economics, built on scarcity, labor, and capital, must expand to include agency as a new factor of production. Decisions themselves become a commodity. And just as early industrialists learned to manage energy, modern societies will have to learn to manage intelligence — its incentives, its constraints, and its unintended consequences. We used to measure economies by what they produced. Soon, we may measure them by what they decide. Intelligence, once our defining trait, is becoming infrastructure. The question is no longer whether machines can think, it’s how well we can live in a world where thinking has become a market function.
