The BOT model is one of the possible Public-Private Partnerships ranging from Build, Lease, and Transfer to Build, Own, Operate, Transfer. The key difference between Build-Lease-Transfer and Build-Operate-Transfer lies in the project’s operational phase. In a BLT, the service provider designs the product, leases it to the client for the concession period, and then transfers ownership. With BOT, the vendor also operates and manages the project during the concession period before transferring ownership.
The Build-Operate-Transition model is often another term used for BOT, emphasizing the transition aspect. It describes a scenario where after building and operating the project, the service provider transitions control and operation to another party, often the original owner or a new stakeholder, which may be a step-by-step handover process.
In a Build-Transfer-Operate (BTO) model, the service provider builds the project and transfers it to the client before operating it, usually under a management or operation and maintenance agreement. In contrast, in a BOT model, the vendor retains ownership for a significant period before transferring it to the client. The timing of the transfer is the main distinguishing factor.
